Iowa Governor Chet Culver will sign legislation to make Iowa a shall-issue state for concealed carry.

Iowa will become the 40th state with shall issue or better. Three states allow carry without a permit-Vermont, Alaska, and Arizona. This is the first new shall issue law since Kansas and Nebraska in 2006. Arizona passed constitutional carry just weeks ago.
